It's perfectly safe to run Cat5 parallel to power lines (or any other EMI source). The twisting of the wire pairs cancels out almost all interference.
If any portion of the cabling is going to end up running under concrete / pavers / etc, do yourself a favor and run it in conduit. You don't want to be pulling up laid materials to replace wiring if ...
